A process flow diagram of the NEPA process, including the PEIS process for this project, is shown below. The light blue coloring indicates those opportunities for the public to comment on the project.
The PEIS process started with publication of the Notice of Intent in the Federal Register on June 21, 2013, opening a public scoping period that ended on July 22, 2013. Information and public comments received during the scoping period were reviewed for consideration in the preparation of the Draft PEIS. The Draft PEIS is available for download on this website. Publication of the Draft PEIS included a 60-day comment period, which ended on March 17, 2015. In addition, Draft PEIS public hearings were held to obtain comments on the document. Comments on the Draft PEIS were incorporated, as appropriate, into the Final PEIS. The Final PEIS is now available for download on this website for public review. Following a minimum 30-day waiting period, DOE will review the Final PEIS to consider whether to issue a Record of Decision regarding actions to be taken, including potential mitigation measures.
Scoping is the first phase of the NEPA analysis process and is intended to give interested parties the chance to comment on a proposed action and to offer suggestions about the issues to be considered in the EIS analyses. Interested government agencies, American Indian tribes, private-sector organizations, and the general public were encouraged to comment. For this PEIS effort, DOE requested comments to further delineate the scope, alternatives, and potential environmental concerns. The PEIS scoping period began with publication of the Notice of Intent in the Federal Register on June 21, 2013 and ended on July 22, 2013.
Public Involvement Opportunities
Providing comments on the Draft PEIS was the second major phase of public involvement. The notice of availability for the Draft PEIS was published in the Federal Register on January 9, 2015. Comments for the Draft PEIS were accepted between January 9, 2015 and March 13, 2015 for a total of 60 days. DOE also hosted several meetings and webinars where interested parties could comment on the Draft PEIS. The comment period for the Draft PEIS is now closed. The Notice of Availability of the Final PEIS was published in the Federal Register on August 7, 2015.
